Note:
Most lifeboats must be setup by a Captain or Crew.  Set up means each end of the rope must be attached and the gantry davit must be swung out.  Afterwards, anyone can lower the ropes and launch the boat once it's near water.
There are several rafts that float when flooded
There are 4 lifeboats at the stern that do not require a Captain or Crew to setup.
There are 10 Lifeboats that are required to be set up before they can be launched.
