Note:
Most lifeboats must be setup by a Crew or Captain.  Set up means each end of the rope must be attached and the gantry davit must be swung out.  Afterwards, anyone can lower the ropes and launch the boat once it's near water.
There are several rafts that float when flooded
There are 4 lifeboats at the stern that do not require a Crew or Captain to setup.
There are 10 Lifeboats that are required to be set up before they can be launched.
Crew Member areas are only open to Crew Members and Captain
