Description

Based on modern times, ARC-478 is a facility notorious for operating with minimal supervision under the O5 council. Located in a valley somewhere in the northern hemisphere, the exact location is unknown. Grueling and extensive "ethical" testing occurs on-site on the many anomalous subjects inside. 

ARC-478 takes place in SCP Universe 39C, with many notable differences from the source content. The individual holding the title "The Administrator" does not exist, and the O5 council only exists as 9 regional overseers, and there is no O5 head.
