After the complete abandonment of Urban Center #10, many Combine units were essentially displaced. This resulted in the "PEACEKEEPER" Corps being formed as a solution. The Corps itself was designated to respond to any Urban Centers that are under a crisis of heavy rebellious activity, known to intersect rebel cells, disrupt resistance outposts, and identify anti-citizens. All in the name of ensuring social-stability.

Units within the Corps consist of various displaced Combine units, with dedicated "PEACEKEEPER" divisions also created consisting of those who excel in their specialty. These specializations range from area denial, internal enforcement, escorting services, long-ranged combat, and medical/engineering support.
