The Imperial Government, the central authority and governing body of All-Russia, came into being after the great reform program of 1919, after the new Tsar had taken power.
However, after the previous dynasty, had been defeated during the Civil Crisis of 1917, the new Tsar and his dynasty knew they had to achieve legitimacy and restore public order, so they won the support of liberal factions by creating a semi-independent Duma and Premierial Chamber.
