I would advise ALL Death Eaters wear this uniform when at DE places and/or Hogwarts. Though encouraged to be worn at all times, it is only needed to be wearing a Death Eater robe of some sort or dark clothing while representing the Death Eater community.

PM a Duces Praetorii to be promoted to Death Eater. You MUST own a wizarding robe to be promoted a Death Eater.
[You must also not be in any Hogwarts groups which are not allied with Death Eater clans].
