Set under the Leadership of His Lordship Kurohana Akiyoshi, hailing from the ruling clan Kurohana, the nation of Kaito serves as the prominent colonial holding of the Andouran Empire within Asia. The Dominion of Kaito serves as the crown jewel of the Empire, serving as a forwards naval station and trade hub to further expand the economic prowess of the Emperor's ambitions.

 Kaito, falling under the direct rule of the Military Junta of the noble families ruling the Island, is divided into four Prefectures where control is divided amongst Military Districts. With the Northern, Central, and Southern Prefectures under the direct rule of the Capital Prefecture, stability and autonomy is maintained within the Island.
